Having read the other posts on this issue in the forum it appears that no one has received an answer to the problem. I understand that the category will show as 'pending' if not one has posted into that category, but how is someone to post on that category if it cannot be seen by anyone??? CAN SOMEONE HELP? Thanks in advance.

No, not at all. A category is just a category. It doesn't show as pending anywhere.
When you make a post, all your categories are listed on the right side.

Well here is what i see in Dashboard/Categories and please compare to the actual published page (www.wave-2-wave.com/blog/) only the ones that have 1 comment show up in the list on the right hand coplumn:

Yes, I believe that's by design.

Yes, thank you I understand that part. What I do not get yet is where do i or a user click to add a comment to a new category that has zero comments and is therefore not yet showing up? This is like the chicken and the egg.
write a new post and assign it to the category. do this from wordpress admin interface.

Bu there is no way to "Assign it." Am I looking fr drop doen, a button, a menu to assign it to?
A menu on the right side, below the publish button.
