   On the homepage, I want my 'welcome' blog post to be on top (always/stickied) of all the other blogs posts. Is there a plugin that helps me do this?

   You can set any post to be sticky already - http://codex.wordpress.org/Sticky_Posts

   But it won't come up on top on the main index. It only does it for the posts in the category.
