Cart not saving for guest or transfering over once logged in

Basically what I said in the subject.
If someone were to visit the site, load up the cart, then leave and come back, the cart is empty.
Also if someone were to add things to the cart and then login or register then login, the cart would be empty.
Is there any way to get the cart to save for guests(at least for X days or something) and also get it to transfer over once logged in?
