Can't upload to Media Library

I recently moved my blog to a new server at the same service provider. Since the move, I am unable to upload photos to the media library directly or through the “featured image” link when creating a post. I get an error that says a folder can not be created in a directory… I had e spoken to tech support at the ISP, and they say, the file permissions all look right. I can FTP to the site via a FTP client and put files, but they don’t appear in the media library, if I upload them that way.

Not sure how to troubleshoot this. Thanks,
