when I click on the media button I get a pop-up asking me if I rally want to do this. If I answer in the affirmative I the page being edited opens in the window.
no html tags such as <div> <h2> and <p> work all I get is plain wraparound text.
I cannot link anything to anything. When I do and view the page the hyperlink does not exist.
can anyone tell me how to fix this?

Have you tried:
- deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
- switching to the Twenty Eleven theme to rule out any theme-specific problems.
- resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.

it was caused by WP-Contactform a plugin that works perfect on my other sites.
