I use panorama theme, and I've never edited the comments.php, but I was recently told when someone tries to submit a comment it's going to a 404 error. I have my permalinks set to default, and I use Godaddy, so I can't find my .htaccess to edit. I don't have the akismet plugin activated- I have no idea how to get comments to work! Even when I'm logged in and post a reply, nothing is coming through. I have two comments on my blog that came over with me from when I was on blogspot, but now new comments have ever posted.

admin - settings - permalinks
select default
save
do they save with success message or does it give you code to add to .htaccess

I was already set to default, but I selected another permalink structure, saved, then reselected default and saved-
Permalink structure updated is the message I get.
Also, I disabled all of my plugins and that didn't work either.

I changed my theme real quick to test another one and see if the same things happened, but i was able to leave comments with a different theme.
what was the name of the problematical theme and I'll test it?

interesting - the code is present and in the correct spot but won't work in this theme on my local install

So when you used the panorama theme comments didn't work for you either? Does that mean there's something wrong with the code?
