It seems like all of the info I find says that I should be able to upload a plugin through the dashboard with 3.2.1.
The Plugin button on my dashboard doesn't have that option. Do I need to update? If so is there a reason that I can't find the auto button to do it on my dashboard either?
I'm hosted on Dreamhost and have full permissions there.
Help?
To install plugins via the dashboard,
1. login to your dashboard
2. go to Plugins > Add New
3. right under the title "Install Plugins", there are links you can choose to upload the plugins such as Search, Upload and Featured.

Go to Plugins on the sidebar, then proceed to the add new tab (at the top); finally you'll want to hit the upload tab.

I really appreciate the quick replies, please bare with me if I'm being thick.
The issue I'm having is that there is no option in the plugin tab to "add new" or "upload". The only thing there is "installed plugins"
Is there a way to change this? Or am I just missing something very basic?

Should look something like this - notice the add new button next to the Plugins title.

Yeah, that is the button that's missing on my dashboard.

Ok, that probably means that your plugins directory isn't writeable.
If you have FTP access, go to /wp-content and make the plugins folder in there writeable (777 in chmod).
Also, if there isn't one there: create it and make it writeable.
