I cannot get any pagination functions or plug-ins to paginate the catergores pages. Is this a common issue? Or specific to me?

Category pages should automatically paginate (I'm assuming you mean the page that lists all posts in a category). What theme are you using and are you sure you have enough posts to trigger pagination in that category?
