   I'm entering the correct pw, but the page essentially refreshes. I get the username/pw screen as if I had just loaded the page, even after entering the correct pw.

   OK, I went into my cPanel file mgr and did a search to no avail. Apparently I haven't got one. What now?

   You need to check your domain root folder and the WordPress folder for any .htaccess files. Ensure that your File Manager is configured to view all file types.

   I was able to view one in my root folder, but it was empty. There was none in the WP folder.

    same here the new theme i chose does not give me a meta admin access to my dashboard! Is there a way in through wordpress.org?
