I'm just starting and trying to create categories. I can't find the Categories sub-panel that's mentioned in Help. My Dashboard has the following down the left side:
    Posts, Media, Links, Pages, Comments
    Appearance, Plugins, Users, Tools, Settings

Settings, where I expected it to be has the following:
General, Writing, Reading, Discussion, Media, Privacy, Permalinks, Miscellaneous

Please tell me where categories are, because I'd like to set them up before I write my first post. Thanks!

    Hi,

If you hover your mouse to the right of the "Posts" link on the right, you should see a down arrow come in sight.

Click this arrow to "expand" the sub-panel..

    Then click "Categories".

    If not just go to:
    http://www.REPLACE.com/wp-admin/categories.php
(Replace "REPLACE" with your domain name..)

    Hope this helps..

It wasn't there then, but I found a place to add categories within a post, on the right. Once I added categories, then it appears on the left in the dashboard. Thanks, though.
