Can't expand the search for existing posts by keyword when insert link

Searching an existing post is a proper way to link an existing article, page or other custom post type. But it seems to work only on admin users.

When I’m logged as an editor I can’t expand the search for existing posts by keyword when insert link. There is no reaction when I click on the arrow icon to show the search form.

There is any limitation depends on user capabilities for this? I exclude plugin incompability since the search is functional for Admin users
