Upgraded to 2.9 and widgets on the widgets' page are unable to be dragged. Checked this topic here and found same issue with 2.8. For me, it was the GD Star Rating plugin that needed to be deactivated. Thankfully, this time i didn't have to do the whole deactivate all and reactivate one-by-one.
Checked their site and see that they have a newer version planned that MIGHT resolve this. C'mon ... REALLY? :)

Check with these options:
1. Generally, it is due to the plugins which creates this kind of problem….so you can either deactivate all plugins from database…for the details refer this:

And reactivate one-by-one to find culprit…or rename the Plugins directory via FTP.
2. From wordpress admin area -> Appearance-> Widgets under Screen options, try the Enable Accessibility Mode.
3. Delete or refresh the browser cache.

I have the same issue. Tried #1... no luck. Can't try #2, because the Screen Options dropdown menu also does not respond. It seems everything on the widgets dashboard does not work. :(
