I am trying to delete some users from my blog who are spam registrations, and when I try to delete, I get a message that says "Can't delete users" and I can't figure out why.

Under users, you are in an Administrator role? Have you tried one at a time deletion in addition to bulk?
And you can delete them from the database also.
