can’t create pages on second of two wp installations

I have two 1.513 wp blogs on the same server. I can post to both, but only one will let me create pages. I create the page from the write area save it, and WP says it is saved but then when I go to mange pages it says no pages created yet.

I am stumped anny help appreciated
