I'm trying to make my blog private. When I look at all of the instructions, it shows an option under Settings/Privacy to make it not visible to people. When I look at my dashboard under the same sections, it only lists allowing search engines but does not list "I would like my site to be private, visible to only users I chose". Help!

No. Read that page again. It refers to search engines - not people. If you want to restrict access to your site, use a plugin such as http://wordpress.org/extend/plugins/absolute-privacy/
