Can't change file permission (1 post)

    I tried to upload an image but it showed up with this message
    "Unable to create directory /home/a2171544/public_html/wp-content/uploads/2008/06. Is its parent directory writable by the server?"
    So I look around on this forum and figure out that I have to change the file permission along with several other folders as well. I opened up FileZilla and tried to change the permission but it come up with this message.
    "550 Could not change perms on wp-admin: Operation not permitted"
    So I try and change it with both of 000webhost (The hosting provider I am using) file managers. One of them says this..
    "Unable to execute site command chmod 0777 /public_html/wp-content. Note that the CHMOD command is only available on Unix FTP servers, not on Windows FTP servers."
    and the other doesn't say anything and didn't change a thing.
