Can't add Headers** Quick Question

    Just installed for the first time (windows 7, hosted server, PHP version 5.2.17, WordPress Version 3.3.1), when I upload a header image it gives me this error:

    Unable to create directory /home/public_html/blog/wp-content/uploads/2012/04. Is its parent directory writable by the server?

    Please help!
