The website http://joshlayson.wordpress.com/wp-content/themes/ and even tried to access http://www.wordpress.com/wp-content/themes/ but it is not loading for me (it's just blank) How can I install downloaded themes now?

WordPress.com is not supported at this site, only self-installed WordPress blogs are supported here.
