Deactivate all plugins by renaming them (add -old) and switch to Twenty Twelve theme and see if it helps. Use FTP or hosting control panel to perform the above steps.
I can do it from the plugin and theme pages – I can access EVERYTHING but the dashboard. I’ve already deactivated all plugins and it had no effect. I’ve switched to Twenty Twelve too, and it had no effect.

It really is just the dashboard though, and it’s so frustrating.
OK, now reinstall WordPress manually from a freshly downloaded copy except wp-content. Do not overwrite files/ folders but delete them before reinstalling as some of the WP files can be either incomplete or corrupt.
Backup your site including database so that you can restore in case anything goes wrong.
OK, there’s a file wp-app.php that is on the server at the moment, but not on my clean download of the latest edition. (installed wordpress from control panel first time). Should I delete this?

Do you get the login form when you click on /wp-login.php above? If yes, what happens after you put in your username and password?
yes, I get the login form and am able to log in but it goes to a 404 Not Found page with the address http://barefootbooksnetwork.co.uk/wp-admin/
If I change the URL to anything else in the back end, for instance http://barefootbooksnetwork.co.uk/wp-admin/edit.php then I get access to evrything in the admin panel except the dashboard
Now, I guess that it’s because of server configurations that some hosts introduced after the recent Brute Force attacks. So, I think you need to contact your host.
