Cannot update WordPress User Roles

    We are having trouble on adding and editing User on my Site. The Role is not updating and it is displaying as No Role on the List of Users. We have tried to disable all the Plugin and change to a default WP Theme but still the User Roles are not updating. Any help is much appreciated. Thanks!
