   After the upgrade to WP29, I have met a few errors following guide to help you look for:
   - When installing WP29, I delete the folder WP-admin and WP-Includes, leaves WP-folders contents because it contains the theme of the uploads and I had to edit. I also delete all the files outside the root directory contains only the file as wp-config.php file contains information about the database, then I upload the new folder of the WP-admin and WP29 WP-Includes. Upload complete, I run the file wp-upgrade.php upgrade guide and success, Dashboard My message is garbled I am running Version 2.9 of WordPress. However see the following error:
   - Only use the current theme and plugins can not run the file or themes.php Add themes to change the interface, IE is not open error.
   - The plugins is so, do not show plugins is not Add new plugins are.
   - Unable to run file Tools - Upgrade it.
   I do not understand why? Since I have successfully updated the WP29.

   I'm was having the exact same issue - just theme.php and plugins.php
   I downloaded the rc1 version, deleted my wp-admin and wp-includes and uploaded everything in the rc1 version.
   Here is the link for info on rc1

   I think it may have been related to permissions as before, my wp-admin files were all 644 and they are now 755.
