Cannot install any plugin and rss errors on Dashboard,

whenever I try to install any new plugin or wordpress importer
there is an error saying
An unexpected error occurred. Something may be wrong with WordPress.org or this server’s configuration. If you continue to have problems, please try the support forums.

Also On the dashboard
RSS Error: WP HTTP Error: Failed to connect to 2404:6800:4003:802::1013: Network is unreachable
RSS Error: WP HTTP Error: couldn’t connect to host

Steps already tried (but they dont solve the problem)
1)Manually Reinstalling wordpress through FTP
2)Adding some code on top of .htacess file
3)I tried connecting my wifi to A different internet source (my mobiles 3g)
4)Deleting all plugins
5)checked for malware from different sites (no malware or malicious script found)
6)Checked for viruses from Cpanel backend (no virus found)

I have searched the forums but No help at all,
Please Help me with this
