Seems like it stopped working after the upgrade to WordPress 3.1.2 but could have been before this but it was right around the same time.
Doesn't appear to be a memory issue as others are also appearing to have problems and I have WordPress and MySQL set for extra memory (I have the plugin set for 35MB). I've adjusted wp-config and another file on the server for more memory.
Trying to manually rebuild leads to a white screen. I've repaired and optimized the database, still no-go.

I've temporarily switched to using Google News Sitemap since the current version of Google XML Sitemaps isn't working.
I may switch to WordPress SEO by Yoast to generate the sitemap in the near future but it's quite a bit of set-up.

SOLVED!!!
In the Google XML Sitemaps settings is a checkbox for:
[] Add sitemap URL to the virtual robots.txt file.
Uncheck that box. Once I unchecked that box I was able to manually rebuild my sitemap like before.
I left the existing robots.txt file in the root of my website which contains:
User-agent: *
Disallow: /images/
sitemap: http://www.hawaii247.com/sitemap.xml
