Cannot change title format for Locations Page

I am on the Events>Settings page in the Formatting tab. Under the “Locations” group, there is a sub-group for “Single Location Page” that has a field for “Single location title format.” Changing this appears to do nothing to the title.

I am intending to change the title to be a simple link to the Locations page that says “Facilities”, and then re-printing the actual location name right below it by using the “Single Location page format” field below, but it is not possible to do so without being able to change the title or having greater control over the template.
