   When ever I try to change my tagline, I get a message which says "the link appears to be broken."

   I also cannot edit anything in general settings because I receive the same message as above after trying to "save changes."

   I also get a
   

   HTTP 404 - File not found

   message, and this occurs with multiple browsers.

   Any assistance would be much appreciated.

   Sounds a bit like you're missing your /wp-admin/options.php file?
