I am having a similar issue but on my local machine (localhost). I am using osx with MAMP installed. I can view my wordpress site through "localhost" in my browser. I have Network Setup available under the Tools menu. I have copied and pasted the supplied code that WP generated and rebooted wordpress and MAMP. I still "Howdy, Admin" in the top right corner with no access to network admin panel (it does not appear in the selection only "Your Profile and Logout". Plugins are deactivated. I am using sub-directories but only have put the "blogs.dir" under the wp-content section as described in similar posts.

    Any ideas???

Did you edit both the wp-config.php file and the .htaccess?

Problem solved. In file http.conf the information I had "" curly quotes to document root instead of "" straight quotes.

Thank you for your quick reply.
