cannot accept paypal payments from unconfirmed addresses using woocommerce

Hello, I am currently having a problem accepting PAYPAL payments from unconfirmed addresses with woocommerce.

MY GOAL:
I am trying to use my PAYPAL standard account to accept payments using woocommerce Version 2.0.13. I would like to be able to accept payments and ship to a users billing address or any address that they choose.

The Problem:
If i do a test run using my credit card with he correct address, then the payment goes through just fine. However, if i use the my credit card and try to use another address for the shipping, then the payment is denied and i get this error from PAYPAL

“We weren’t able to verify the billing address. Please enter the address where you receive billing statements for this card. If you’re using a gift card, please contact the company that issued it and add your billing address. You can find instructions on the back of the card.”

I have changed my security settings in my paypal account to accept payments from unconfirmed addresses and I’m still getting error message from paypal. I am not using sandbox for this testing. I am just curious to know if anyone else has had this problem and how they went about fixing it. PLease advise. much thanks in advance.
