Hello,
My friend has a website http://www.amritworld.com and he wants to convert all his links and pages to blog. Is there way to have the same layout and section on blog with plugins so people can browse his blog with different sections?

WordPress is dynamically generated, but you can create somewhat 'static' pages.

As for getting the same layout and general 'feel' for the blog, it is just a matter of editing a template of a wordpress theme to look like the current site if you want!
