   Is this possible, or should I backup the database, create a new database, import the backed-up database, and then operate the second site from this second database?

   No you can use just one database the second blog will need a different table prefix.

   Will this allow Site A to be the main site and when the user searches it will pull up results on site A and site B?

   Is there any way to accomplish this?

   yeah I think he means creating a dev environment... so you can have one WP instance use the SAME and LIVE db and see how templates work and such without disrupting the live site...

   so how does one do it?
