You can work locally if that’s what you mean?
If you want to work on live I think there are “splash page” plugins that will do this, otherwise speak to your hosting providers about putting password-protection on your development server.

How do I go about doing this?

Okay, thanks guys 🙂
Then when it is time for what I have done to go live, do I simply replace everything I have done on the site, with my local version of wordpress?
No, just the theme folder only.

If you’re moving more than your theme, i.e. stuff set in your database, then follow a guide for this http://wp.smashingmagazine.com/2013/04/08/moving-wordpress-website/
