I just installed 2.3 a week ago...
can I upgrade by simply copying all the adjusted 2.3.1 files as indicated in:
http://trac.wordpress.org/changeset?old_path=tags%2F2.3&old=6293&new_path=tags%2F2.3.1&new=6293
and then pasting them (and overwriting) the 2.3 version files in my current installed version?
Is that a legit way to upgrade?

I'd hold off until 2.3.1 has settled down a bit. I think I see other problems posted here. I tried upgrading from a fresh install of 2.3 and wasn't successful.
The 2.3.1 zip file didn't have an upgrade.php file that I could see and the "readme.html" file seemed to be for an upgrade to 2.3
I'd ignore the upgrade prompts for now.
You don't really need to run the upgrade file - there were no changes to the database.
Overwriting is always a bad idea: many ftp clients are not perfect in that. Delete/upload is the way to go.
I also upgraded a 2.3 to 2.3.1 - without a hitch.
