No. You'll need to carry out a series of smaller upgrades: 2.1.3 -> 2.2.1 -> 2.3 -> 2.5 -> 2.7 -> 2.9 -> 3.0.4 -> 3.1.3

where can i get the install files for each these versions?
also what i really need is to export the content of this blog via WXR onto a wordpress.com blog
in this then what version wouldf I ned to upgrade to in order to make this happen?
v2.1.3 doesn't allow the WXR export (it seems?), else i could just do it just now

okay i've started the upgrade
first step from v2.1.3 to v2.2.1
as per instructions within readme file i deleted the old WP files and copied up the new ones.
i then ran upgrade.php and it prompted me for a config.php file
so i copied over the old backed up config.php file and the installation went ahead
now after the installation when i try to access the blog i get the error shown here: http://blog.cairngormmountain.co.uk
the index.php file is in the same place as it was with the old installation so i'm not sure why its now reporting that it can't find it?
any help please?

i followed the instructions as set out in the readme for v2.2.1
If you ran the installation (and it does sound like you did) then you must have re-installed WP using a different table prefix. So - no posts other than the sample ones.
these were the instructions i followed from the readme:
Upgrading
Before you upgrade anything, make sure you have backup copies of any files you may have modified such as index.php.
Upgrading from any previous WordPress to 2.3:
Delete your old WP files, saving ones you've modified.
Upload the new files.
Point your browser to /wp-admin/upgrade.php.
You wanted more, perhaps? That's it!
and it asked me to supply a config.php file which I did using the config.php from the v2.1.3 files
