can I share my(private or not) posts by users with the same user level?
example: i'm going to create a new post and I'd like to show it only to the 4th level users. is it possibile?

Check out the "View Level" plugin. It allows you set a level to each post. So if you set a post's View Level to 10, only the admin can see it. Continuing this thought, you can set a post to VL 4 and people at level 4 can see it. I'm also going to guess that people above 4 can see posts at VL 4. But you can look at the code to figure that out.
