Can I set Global Permissions for a Role in Multisite?

    It seems that permissions for Administrator exist on sub site only; meaning I can setup a role for admins on Mainsite, but subsite wont use those permissions.

    What I am trying to do is update the default permissions network wide for admins. Say – I install a plugin on a multisite install of 300 sites. And now i need to add a permission for that plugin on all admins across the network, can this not be done? Or is there a master permissions area?
