As I learn and make major changes to a previous WP site, I thought it might be best to install a second version and make the changes to that so nothing breaks. I intend to really move things around and custom ize a theme. Is this the best way to go about it? I feel if I try to make and changes they will show online as it is now.

Your best option would be to install mamp if you are on mac or wamp if you are on a windows based machine locally. Then install wordpress. This will essentially turn your local machine into a development machine. Once you are done with the theme edits, upload them to your production site.
Oh yes I am familiar with that. I already develop on my local machine using IIS and MySQL. Its just the person I am working for wants to see a second version tested online before I switch it over.
yea then u can test online by installing WP in a subfolder
