   I was wondering if WordPress can be downloaded to the computer just to see how it works, without hosting, or can you only use it on a hosting server?

   WordPress needs a server and database to run but these are easily obtained by installing Xampp. I use Xampp not only to maintain an offline backup but for trouble shooting and experimental purposes. If you're interested in doing the same Podz has easy instructions here.
