Can I create an admin account?

My client hired a designer to redo his site. I warned him… and he had to admit I was right… The guy he hired bought a theme for $30, made very few changes and charged him $3k. They ran into trouble and the guy split. My WP account was changed from an admin account so now I can’t make any changes on the site. Being the webmaster and hosting the site, I have access to all the files including the database. I could re-install the site after copying everything but that is really laborious so was hoping there was another way of doing it. I can even edit the tables in the dB if I know where to look, I would just give myself admin access again.
Anyone know how I can get back into the CP and save my client some $$ because he needs to change the content? Currently, all I have up there is a screenshot of the front page. http://limerentcommunications.com/
I can prove I own it, by going to WHO IS so please don’t worry that I am a hacker trying to steal from someone…
