   Can I host wordpress on my server and allow users to sign-up and create their own blog on my server, all of which is connected by a front page of some sort?

   What do you mean "connected by the front page"? Explain.

   You can do everything else.. that's the only bit that's in enough depth. You can do it with WordPress Multi User. Download that and install it instead of normal WordPress. (:

   You got your answer above. WP.com is using the MU.
