I have a blog through the free version of WordPress and I want to change the background of my theme. Do I need to be able to access the file structure in order to do that or is there some other way?

You can't modify themes on a free wordpress.com blog.
I think you can still edit the CSS though can't you?
Even though you couldn't technically upload a background, it seems like you could put it in one of your posts like it was any other picture and then find the link to it and then set that link as the background in your CSS... then make that dummy post private.
Admittedly, I don't know that much about wp.com blogs though, so that might be a pipe dream.
Ah no, you can change the css but only if you buy some credits.
