Well I'd hazard a guess that he has permalinks enabled, and he made a page then inside that page (/archives - a post slug, right?) he wrote out each month with their links using get_archives().

You will need a theme that has an Archives page template to create an archives page. Or, you could dissect any theme's archives page template and attempt to create your own.
