Can any plugin do like pligg that anyone can register then post story into my website.
I know that wordpress can do but can i change wp-admin skin for user that post story ?

you can let them post from the front end with this plugin
http://wordpress.org/extend/plugins/tdo-mini-forms/
it will save as a draft until admin approval
