Can A static html website already hosted on a domain have a blog link added to a navigation link and WP folder with files be uploaded to the domain root folder with out having to integrate the static site into A WP theme?
So for example: one static html website in the domains root folder; and one WP blog also in same root folder. With the html site linking to the WP folder?

you can not run an index.html and wordpress' index.php in the same directory
you could install worpress in a /blog folder, however, and link to it from your main site navigation
