Buttons/tools have stopped working

    I’m a novice WP user and I recently upgraded to Wp 3.9 as the site recommended.
    24 hours later the “add media” button, hyper link button, and many others will not work. I can click on them, but nothing happens. Also, when I click on “plugins” or “upgrades” from the WP dashboard, the pages are blank. It’s like every thing is shutting down piece by piece. Thanks to the WP experts who can help.
