Bug submission how to?

The Trac system requires a login but doesn’t seem to have any place to sign up. Is some sort of official status required to submit bugs?

Starting with version 1.5.2, I am getting duplicate posts with both the bookmarklet and the Write tab in the Administration Panel. I posted on this here and the only response was a suggestion to track down which post had pinged successfully and delete the other one – that’s not anywhere near an acceptable solution and unfortunately the fact that there was a response means no one else is even looking at the issue on the forum. This is a bug. It needs to be fixed. It’s a further bug that I can’t find how to submit the damn bug.
