   When I log in as Administrator and change a user's access level to Administrator it drops the selection for "Use the visual editor when writing" under "Your Profile and Personal Options". The user loses the TinyMCE editor until they go back to their profile and re-select (presuming they understand what happened).

   *cough* Hopefully that fix will work it's way over to wp.com land sometime soon....
