Browser window size ruins formatting

My post format changes with browser size (ie if you make the window smaller, the images become misaligned). How do I “freeze” content so that it doesn’t move or change regardless of window adjustments?

Also, I have duplicate comment forms at the bottom of posts. How do I get rid of the dup?
