Here's what happened. My IP address changed so the blog went down...
I tried several things I read here, but nothing seemed to work.
I gave up and restored a backup of the database (mysql) and restored a backup of the folder on my server, then I changed the URL in the blog options table to the correct IP address.
When I go to the blog, it takes a long time to load and loads to a blank page.
When I try to log in to the admin area, it also takes a long time and I get a page with a black line across the top but no information.
In Firefox, no errors are generated and in IE, no errors are generated.
(the redirect link looks strange when I'm directed to the login screen:

What the hell did I do and how do I undo it?
