What about using the <!--nextpage--> Quicktag?
(In the quicktags.js is commented out, so it doesn't appear, but it works!)

Sweet. That worked. Just a quick point for future users who might use 1.6 (as I do, but is not generally available), the quicktags.js file has been moved (presuming your location was actually where it was before) to wp-includes/js/quicktags.js.
It also doesn't add a button when using the TinyMCE interface.

BTW, if you use 1.6 you are supposed to be a "tester" or developer - which means more knowledge than the average forum user/helper, so you shouldn't ask here for help, I guess. No support is provided here for 1.6. Period.
