BP 1.5 (5041) New Topic Form appears below Directory?

    In bp 1.2.9 default theme in Forums- clicking New Topic brought up the “Post a new topic” and form ON TOP of the Group Forums Directory.

    in bp 1.5 default theme in Forums – clicking New Topic brings up the “Create a new topic” and form BELOW the Group Forums Directory.

    Is this change for a particular purpose ? The 1.2.9 way was excellent. Or have I messed up my installation ?
