Border Bottom Style change on hover (link)?

Hello. This seems like it would be easy to figure out but I can’t seem to pull it off. I found a JS way but it doesn’t give me control of the border properties (I don’t think at least) I’d like to be able to do it in CSS- I’m new at this :(-

Can I have a div with a border-bottom: dotted thin; and when you hover over the div the border-bottom turns into “solid thin;” ?
